Job Purpose and Organizational Context: As the Housing, Basic Service and Construction Officer, you will work under the guidance of the Head of Office, collaborating with implementing partners for the “Transforming the built environment through sustainable materials” project. This initiative, funded by Germany’s Ministry for Economic Development and Cooperation (BMZ), supports the GlobalABC’s goal of achieving zero-emission, efficient, and resilient buildings and construction. The project is jointly implemented by UNEP, UN-Habitat, and UNOPS, focusing on sustainable and resource-efficient constructions, particularly in the housing sector. Your key responsibility will be to contribute to the national buildings and construction country assessment and roadmap.

Duties And Responsibilities:

  1. Data Analysis and Reporting:
    • Conduct comprehensive data analysis on building materials, existing building stock, residential and commercial buildings, and other building infrastructure.
    • Collect and summarize existing reports, studies, and data on the country’s codes, policies, energy efficiency, and clean energy.
    • Identify data gaps and provide preliminary findings in the areas of buildings, materials, and energy.
    • Collect additional data and information from stakeholders related to building, construction materials, and energy.
    • Draft country assessment reports and the buildings and materials chapter of the roadmap tailored to the country context.
  2. Stakeholder Engagement and Knowledge Sharing:
    • Support stakeholders’ workshops and consultations to present key findings, discuss priorities, and recommend strategies for greening the sector.
    • Collaborate with the Multi-stakeholder Expert Group platform to develop content for the “Roadmap for Buildings, Construction, and Energy Sector 2020-2050.”
    • Assist in coordinating meetings, surveys, and technical workshops to gather input and prepare documents.
    • Provide inputs for advocacy and policy briefs tailored to decision-makers, highlighting key messages relevant to the country’s context.
    • Contribute to UN-Inter Agency and Results Groups.

Qualifications and Experience:

  • Master’s degree in Architecture, Sustainable Housing and Construction, Construction Engineering, Construction and Energy Management, or related fields.
  • Minimum of 5 years of work experience in housing, buildings, materials, and energy, with a preference for experience in working with slums/informal settlements.
  • Strong commitment to multi-stakeholder engagement, knowledge transfer, teamwork, and coordination.
  • Familiarity with UN rules, regulations, and procedures is desirable.
  • Proficiency in computer skills and web-based management systems.

Language Requirements: Fluency in the UN and national language of the duty station is required. Strong oral and written communication skills in English are also required.
