Purpose of Assignment:

We are seeking a highly qualified and experienced consultant to conduct a Social Protection Inaction Study in Ghana. The primary goal of this consultancy is to make a compelling investment case for increased financing for Social Protection programs in the country. The study aims to provide valuable insights on poverty, vulnerability, and deprivation in Ghana while assessing the current state of Social Protection. The consultant will also undertake a comparative analysis of the potential impact of increased investment in Social Protection as opposed to a business-as-usual scenario. The findings will be used to develop recommendations and advocacy messages for engagement with government and other stakeholders, with the ultimate objective of fostering universal social protection for all by 2030.

The consultant will analyze the implications of not investing in Social Protection in Ghana and present recommendations for investment, including potential funding sources and cost implications. The study will address several key questions, such as the current situation of poverty, vulnerability, and deprivation in Ghana, especially affecting children and young people. The impact of projected population growth in the absence of increased Social Protection investment over the next 5, 10, and 15 years will also be evaluated. The consultant will develop scenarios illustrating the potential impact of increased investment in Social Protection during the specified time horizons.

Methodology:

The consultant will employ a dynamic approach, relying on existing literature and available data on Social Protection in Ghana. A post-graduate degree, preferably a Ph.D., in social sciences, economics, demography, public finance, public policy, or related fields is required for this role. With at least 10 years of applied research experience, including publications in peer-reviewed journals, the consultant should possess expertise in the economics of public finance and a good understanding of how social protection programs function. Familiarity with development issues in Sub-Saharan Africa or Developing States is advantageous. Excellent writing, communication, presentation, and public speaking skills are essential to effectively convey the study’s findings and recommendations.

Qualifications and Experience Required:

  • Post-graduate degree (Ph.D. preferred) in social sciences, economics, demography, public finance, public policy, or related fields.
  • Minimum of 10 years of applied research experience, with publications in peer-reviewed journals.
  • Previous experience in similar or related assignments will be advantageous.
  • Expertise in the economics of public finance will be a valuable asset.
  • A sound understanding of how social protection programs operate is required.
  • Knowledge and experience in development issues in Sub-Saharan Africa or Developing States will be a plus.
  • Excellent writing, communication, presentation, and public speaking skills are essential.
  • Ability to work collaboratively in teams and a multi-cultural environment is essential.
  • Prior experience working or conducting research with young people is a bonus.
