Position Summary & Job Purpose:

Tetra Tech is currently seeking an Energy Transition Lead (ETL) for the USAID Empower West Africa Energy Project. As the ETL, you will provide project leadership and technical expertise to advance the energy sector transition in the region. This is a five-year fixed-term appointment with benefits, contingent upon contract award. Non-Ghanaian candidates must be willing to relocate to Accra, Ghana for the project’s duration.

Position Responsibilities:

• Lead the delivery of decarbonization and clean energy results, providing technical expertise.
• Manage, supervise, and coordinate technical services and activities within the country.
• Offer thought leadership and technical support to accelerate project implementation.
• Engage with USAID and USG officials on technical matters, proposing necessary activity and deliverable changes and innovations.
• Ensure the integration of guiding principles in activity and program design, including environment, social, climate change, gender, and social inclusion considerations, as well as monitoring, evaluation, and learning aspects.
• Participate in periodic reviews, reporting, and assist in their setup.

Essential KSAs Required:

• 8-10+ years of experience, including work in developing countries to increase power supply through clean energy solutions.
• Bachelor’s degree in business administration, law, engineering, economics, finance, policy, or a related field (master’s degree is a plus).
• Demonstrated familiarity and prior experience working in the energy sector in West Africa.
• Knowledge of developing climate-resilient pathways to net-zero power systems, including regional and national policies, strategies, laws, regulations, integrated resource and resilience planning, grid infrastructure planning and modernization, sector coupling, decarbonization, and decentralized power generation and energy efficiency.
• Familiarity with promoting gender equality and social inclusion in the energy sector.
• Experience managing a team of subject matter experts across geographies.
• Design and implementation experience of capacity building programs in the electricity sector.
• Excellent interpersonal, diplomacy, and leadership skills, including the ability to manage high-level relationships.

Valued But Not Required KSAs:

• Experience with utility unbundling and energy sector restructuring.
• Knowledge of cross-border power trade and power pools.
• Experience in increasing on-grid and off-grid access to affordable, reliable energy.
• Expertise in increasing public and private energy sector investment and innovation.
• Familiarity with promoting gender equality and women’s empowerment in the energy sector.
